When I worked at UNESCO, we were developing a program of statistics on languages and linguistic minorities, based on statistics from country population censuses. Finally it was ready and we started testing it. Everything was going well, but then we got to Canada and we were looking at annual data. Here we saw that in a certain year the population curve went down sharply - it was as if there had been a genocide in Canada that year (All data were correct and verified). We got worried and even started looking at historical data for Canada to find out what had happened. It turned out that Canada, for some reason, did not conduct a census this year.
