I have been working on a similar project for more than a year, at Caasiope Labs (www.caasiope.net), before that I was working at BTCC (one of the biggest exchange at the time) where I made the futures exchange engine. I am confident I have the blockchain profile you are looking for, even if the technical skills required are a bit of my "comfort zone".
