It looks like you may be going through growing pains of a small fast moving startup with the founders having too much on their plate and needing someone competent to bring order to the chaos and take some of the load off the founders. Some of your requirements also hint at the idea of needing someone not to just work "in" the company but working "on" the company.
I've closed and negotiated multimillion dollar software contracts with Fortune 500 companies leading a business development team, and been the Product Owner for multiple SaaS applications hiring and managing the development team myself. I'm experienced at building relationships with external and internal software teams which I think would work well with your Ecosystem Lead role.
In terms of your Project Management need - I've executed delivering small SaaS for myself with a team, and also within a larger organization where I did not have direct authority over developers. My experience working in custom software consulting saw the intake and delivery of hundreds of software projects, many interfacing with external client software teams where using influence over authority was necessary.
