Deputy MLRO, Kazakhstan

Responsibilities

• Administrating and submitting STRs in accordance with applicable Kazakhstan law.
• Responding promptly to requests for information made by the Agency for Financial Monitoring, AFSA, and any other competent authority.
• Supporting the MLRO in the day-to-day operations for compliance with AML policies, procedures, systems and controls.
• Continuously monitor the legal landscape on AML, initiate change and ensure continuous development of the function to ensure adherence to domestic laws and regulations.
• Periodic review of policies and adaptation to changed needs coming from regulators, laws or to improve function.
• Taking care of the transaction monitoring, customer onboarding and escalation process.
• Responsibility for the continuous development of internal policies, work procedures and processes.
• Preparing regular reports and giving strategic direction to senior management regarding compliance matters.
• Coordinating various domestic and foreign regulatory filings.
• Developing compliance policies and auditing program procedures.
• Focusing on internal compliance policy review, including ongoing assessments, aiding with compliance review, internal audit reviews, and ongoing or ad hoc reviews.
• Working with both in-house and external advisors to monitor and then implement responses to regulatory developments that impact the businesses.
• Tracking compliance items for new product/service launches.
• Collaborating with other departments on special and compliance-specific projects as necessary.Assisting in the development of training materials.

Requirements

• At least 3-5 years experience in a risk, fraud, compliance, AML or regulatory function is required.
• Preferred candidates will have experience working with any regulated financial services business in legal or compliance roles.
• Strong knowledge of Kazakhstan AML laws, AIFC regulations and relevant guidances.
• Experience in working with local regulators, FIU and other relevant authorities.
• Professional certification in compliance risk management is an advantage.
• Ability to work independently in a fast-paced, global organization while maintaining close contact with relevant teams across multiple locations.
• Excellent problem-solving skills and the ability to provide effective and efficient counsel.
• Good understanding of performing risk assessments, periodic/trigger reviews, and enhanced due diligence.
• Proficiency in compliance applications and programmes.
• Proactive, diligent team player.
• Fluency in both English and Kazakh.
